Stuffing the crankcase is age old modified motor builders secret. It relates to the trues horsepower equaiton as the crankcase pressure and crankcase volume quotient. 

In the old days it was usually done with a devcon type material (epoxy base) that was poured in & then grounded out. It is almost impossible to get true or even using the old method.
